The National Malaria Control Program (NMCP) of Côte d’Ivoire called upon Bluesquare to both digitalize and modernize their processes of the Long-Lasting Insecticidal Nets (LLINs) distribution campaign for 2024.
IASO was the digital solution chosen to achieve the following objectives:
1. National Level Digitalization of Microplans for Precise Planning
Microplanning, a detailed health campaign organization process, is at the heart of each distribution campaign and must be done in advance. Before the deployment of IASO, microplanning in Côte d’Ivoire relied on multiple Excel files shared via email among different stakeholders. This led to the exchange of multiple versions, creating confusion and impacting the accuracy of the microplanning itself.
To address these challenges, IASO served as a central platform where the usual Excel files could be uploaded with the latest available data: population, equipment available, GPS coordinates of points of interest, etc. In the case of errors or missing data, stakeholders could use the IASO mobile app to modify and update information in real time. This approach greatly improved accuracy and coordination among stakeholders in preparation for the LLIN distribution.
2. Household Enumeration and Distribution of LLINs Using QR Codes
One of the most innovative aspects of the campaign was the introduction of unique tickets using QR codes to track LLIN distribution. Over 5.2 million households across 16 fully digitalized districts, were registered as entities within IASO. This means that once a household is registered in one site and the data has been uploaded from the mobile device, it become possible to retrieve its status from any other device – ensuring full transparency of the distribution from warehouses to eligible households. This solution not only allowed control of inventory but also prevented duplication and errors in distribution.
3. Monitoring Campaign Progress in Near Real-Time
Thanks to data collected via IASO mobile app, Bluesquare created interactive dashboards which allowed users to view each individual household and its distribution status in near real-time (data appears within one hour of being succesfully synchronized). Using these dashboards, LLIN campaign managers have now been able to monitor progress in real-time, to quickly identify areas that required adjustments, and to adapt strategies accordingly, ensuring an agile field response and optimised resource deployment.
Innovation in Action
- Over 2,000 tablets deployed in the field
- More than 5.2 million households recorded
- 101 digitalized districts (16 fully and 85 partially)
- 1 hour average uptake time between IASO mobile data collection and their visualization on the dashboards
- Users report experiences of easier data analysis smoother campaign processes
The digitalized LLIN distribution campaign in July 2024 demonstrated how technology can meaningfully enhance the fight against malaria in Cote d’Ivoire. This innovative approach improved efficiency, transparency, and responsiveness throughout the campaign.
